Municipal Enterprise “Mykolaivvodokanal” plans to hire a debt-collection agency to work with consumers who have accumulated debts for water supply and wastewater services. The expected cost of the respective services is 1.24 million hryvnias<\/strong>.<\/p>\n

Information about the procurement is published<\/a> in the Prozorro public procurement system.<\/p>\n

The enterprise announced the tender on 22 June 2026<\/strong>. Potential contractors may submit their proposals until 30 June 2026<\/strong>. The work of the debt-collection agency is planned to be financed directly from the budget of “Mykolaivvodokanal”. The tender documentation states that the future contractor must provide documentary evidence of experience performing similar work.<\/p>\n

The projected amount of debt that the enterprise plans to transfer for collection is 6.2 million hryvnias<\/strong>.<\/p>\n

The expected cost of the collectors’ services is approximately one-fifth of the amount of debts that are planned to be recovered for the vodokanal with their help. The contractor’s task will be to encourage consumers to voluntarily repay their debts. For this purpose, debtors are to be sent letters and claims demanding payment of the accumulated amounts.<\/p>\n

Debt will be considered reduced or settled if the consumer transfers funds directly to the account of “Mykolaivvodokanal” during the term of the contract with the debt-collection agency or within one month<\/strong> after the end of that contract. The registry of subscribers with debts will be handed over to the collectors gradually, in several stages.<\/p>\n

It is still unknown how many consumers will be included in such registries, what their individual debt amounts will be, and according to which criteria the enterprise will select debts to transfer to the contractor. At the same time, the total amount of debts owed to the vodokanal far exceeds the amount indicated in the procurement. As of 1 May 2026<\/strong>, consumers owed the enterprise almost 258 million hryvnias<\/strong>.<\/p>\n

The vodokanal previously explained the accumulation of debt as a consequence of the war, the departure of some residents from Mykolaiv<\/strong>, and the lack of regular payments. The company’s financial situation remains difficult. The financial plan for 2026<\/strong> forecasted at least 665 million hryvnias<\/strong> in losses, which may increase further due to rising electricity and fuel costs.<\/p>\n

Against this background, the decision to spend 1.24 million hryvnias<\/strong> on the services of a private agency will inevitably raise questions about the effectiveness of such a method: how much money will actually be recovered, how many debtors will pay voluntarily, and whether the cost of collection will turn out to be too high compared to the result.<\/p>\n
