In Mykolaiv<\/strong>, fines are planned to be introduced for management companies, housing maintenance offices (ZHEKs) and condominium associations (OSBB) that fail to properly maintain adjacent residential areas; the decision on sanctions by the district administrations was announced by Mayor Oleksandr Senkevych<\/strong> during a staff meeting on Monday, 15 June<\/strong>.<\/p>\n

According to the mayor, the Contact Center at the Mykolaiv City Council<\/strong> is increasingly receiving complaints about garbage in courtyards, unmowed grass and other landscaping problems on adjacent residential areas, and the responsibility for these works lies with management companies and OSBBs.<\/p>\n

\n

\u201cWe must work with people to explain that the issue of mowing grass inside courtyards is the responsibility of management companies, not KP \u2018Mykolaiv Parks\u2019. It is important that we effectively have a hotline \u2014 the Contact Center at the Mykolaiv City Council. A written explanation should be prepared there so that people\u2019s requests are not simply closed, but they are explained that this issue relates to the tariff agreed between them and their management company, and they need to address that company directly,\u201d \u2014 said Oleksandr Senkevych<\/strong>.<\/p>\n<\/blockquote>\n

The mayor instructed that such complaints be recorded and forwarded to the district administrations so they can monitor the situation and respond in case of systematic violations by service providers.<\/p>\n

\u201cIf such cases are systemic, district administrations should fine management companies for the improper maintenance of adjacent residential areas,\u201d \u2014 added Oleksandr Senkevych.<\/p>\n<\/blockquote>\n

Deputy Mayor Vitaliy Lukov<\/strong> reported that meetings with representatives of management companies are ongoing, and that the issue of clearly assigning adjacent territories to specific designated balance-holders is being worked on in parallel.<\/p>\n

\u201cUnfortunately, attendance by representatives of management companies at such meetings is very low. They justify this by saying that certain works, in particular the maintenance of playgrounds, are not included in the tariff. There are also questions about defining adjacent residential areas in accordance with the law. Therefore, we will continue meetings together with the Department of Housing and Communal Services to as quickly as possible assign adjacent territories to management companies and OSBBs, and then speak more strictly about responsibility for their maintenance,\u201d \u2014 said Vitaliy Lukov.<\/p>\n

\u201cTo be frank, we constantly say that the JEK or management company is responsible for the grass in the courtyard. It\u2019s one sentence that is not hard to remember. But people continue to ask when KP \u2018Mykolaiv Parks\u2019 will mow the grass in their yard. They also write about water in the basement and ask when the water utility will respond. But internal building networks are the responsibility of the management company or OSBB,\u201d \u2014 replied Oleksandr Senkevych.<\/p>\n<\/blockquote>\n

The city head gave an example of a complaint about fleas in a basement to emphasize the personal responsibility of the managers chosen by residents.<\/p>\n

\u201cSomeone wrote to me in the chat that someone was bitten by fleas because the basement wasn\u2019t fumigated. Is the city mayor supposed to deal with this? Or is it a relationship between the management company and the residents of the building?\u201d \u2014 Oleksandr Senkevych said.<\/p>\n<\/blockquote>\n

He also urged residents to more actively defend their rights in relations with management companies if those companies do not provide services properly.<\/p>\n

\u201cIf management companies do not fulfill their obligations, then we must fine them. But at the same time, there are contractual relations between the management company and the residents. Often people pay their monthly maintenance fee every month, do not receive the service, remain dissatisfied, but continue to pay. Therefore, they should meet with their management company and demand that work be carried out \u2014 cleaning up garbage, mowing the grass or other services,\u201d \u2014 said Oleksandr Senkevych.<\/p>\n<\/blockquote>\n

At the same time, the mayor reminded that some works may be absent because they were not included in the tariff for house maintenance agreed with the residents.<\/p>\n

\u201cA management company may say that services for mowing grass or daily cleaning are not included in the tariff. If they are added, the house maintenance tariff will increase. And then people often respond: \u2018Let the grass grow.\u2019 So here the decision of the residents themselves is also important,\u201d \u2014 summed up Oleksandr Senkevych.<\/p>\n<\/blockquote>\n
