In 2025<\/strong> Ukrainian officials filed 2 861<\/strong> declarations in which they reported cryptocurrency. This is 16%<\/strong> more than in 2024<\/strong>. In total, last year declarants submitted 654 159<\/strong> declarations. These data were published on 17 June 2026<\/strong> based on an analysis<\/a> of the Unified State Register of Declarations of Ukraine.<\/p>\n

The number of declarations with cryptocurrency has been steadily increasing for several years. In 2021<\/strong> there were 961<\/strong> such declarations, in 2022<\/strong> \u2013 1 481<\/strong>, in 2023<\/strong> \u2013 1 921<\/strong>, in 2024<\/strong> \u2013 2 468<\/strong>, and in 2025<\/strong> \u2013 already 2 861<\/strong>. It is separately noted that 265<\/strong> declarations with cryptocurrency were submitted late \u2013 after 1 April 2026<\/strong>.<\/p>\n

Cryptocurrency was most often declared by representatives of the National Police. They filed 548<\/strong> such declarations, which is 19.2%<\/strong> of all cases. In second place were prosecutors with 358<\/strong> declarations, or 12.5%<\/strong>. Next are servicemen of the Armed Forces of Ukraine \u2013 240<\/strong> declarations, or 8.4%<\/strong>. Representatives of the judicial system also actively declared cryptocurrency \u2013 223<\/strong> declarations, or 7.8%<\/strong>, and city council employees \u2013 198<\/strong> declarations, or 6.9%<\/strong>. Among other categories of declarants: State Emergency Service employees \u2013 107<\/strong> declarations, representatives of the State Bureau of Economic Security and the State Bureau of Investigation \u2013 also 107<\/strong>, regional council employees \u2013 94<\/strong>, tax service \u2013 92<\/strong>. Another 894<\/strong> declarations fall into other categories of officials.<\/p>\n

Among members of the Verkhovna Rada, 16<\/strong> out of 391<\/strong> deputies declared cryptocurrency, i.e. about 4%<\/strong> of parliamentarians.<\/p>\n

The largest crypto portfolio among deputies was declared by the Chairman of the Verkhovna Rada Committee on Environmental Policy and Nature Management, Oleh Bondarenko<\/strong>. He reported 80 BTC<\/strong>, valued at approximately 223 mln UAH<\/strong>.<\/p>\n

By region, the largest number of declarations with cryptocurrency were filed in Kyiv<\/strong> \u2013 820<\/strong> declarations.<\/p>\n

Next come Kyiv Oblast<\/strong> \u2013 277<\/strong>,<\/p>\n

Dnipropetrovsk Oblast<\/strong> \u2013 215<\/strong>,<\/p>\n

Kharkiv Oblast<\/strong> \u2013 200<\/strong><\/p>\n

Lviv Oblast<\/strong> \u2013 174<\/strong>.<\/p>\n

The largest Bitcoin portfolio among officials was declared by a deputy of the Khmelnytskyi<\/strong> District Council, Oleksandr Kizlyar<\/strong>. He reported 100 BTC<\/strong>, which as of 10 June 2026<\/strong> is valued at 278.8 mln UAH<\/strong>. Second by declared Bitcoin volume was Verkhovna Rada deputy Oleh Bondarenko<\/strong> with 80 BTC<\/strong> worth about 223 mln UAH<\/strong>. In third place is a representative of the Department of Improvement and Infrastructure of the Dnipro<\/strong> City Council, Kristina Pavlova<\/strong>, who declared 20 BTC<\/strong> totaling over 55.7 mln UAH<\/strong>.<\/p>\n

In the Ethereum holders ranking, Oleksandr Kizlyar<\/strong> also leads. He declared 1 000 ETH<\/strong> worth almost 74 mln UAH<\/strong>. In second place is Kristina Pavlova<\/strong> with 130 ETH<\/strong>, valued at 9.6 mln UAH<\/strong>. The third position was taken by a representative of the Kyiv<\/strong> City Prosecutor’s Office, Iryna Sukhovetruk<\/strong>, who declared 100 ETH<\/strong> worth about 7.4 mln UAH<\/strong>.<\/p>\n

The largest volumes of USDT were declared by the Chair of the Zakarpattia<\/strong> Appellate Court, Hanna Fazykosh<\/strong>. Her declaration shows over 1,019 mln USDT<\/strong>, equivalent to almost 46 mln UAH<\/strong>. Second among USDT holders was a deputy of the Odesa<\/strong> District Council, Pavlo Shandra<\/strong>, with 719k USDT<\/strong> worth over 32.4 mln UAH<\/strong>. Third was the director of the Kyiv<\/strong> Research Institute of Forensic Examinations, Maksym Kyselov<\/strong>, who declared 647k USDT<\/strong> valued at over 29.1 mln UAH<\/strong>.<\/p>\n

It is also noted that 6<\/strong> declarations for 2025<\/strong> that contained data on cryptocurrency were closed to public access.<\/p>\n
