The authors of the appeal ask journalists to pay attention to the situation around the coastal infrastructure which, they say, the city authorities may take away from the children\u2019s sports schools under the pretext of &#8220;arranging mooring bases&#8221;.<\/p>\n<p data-start=\"1657\" data-end=\"2124\">This topic is not new for the <strong data-start=\"1669\" data-end=\"1692\">Korabelnyi District<\/strong> and <strong data-start=\"1696\" data-end=\"1709\">Mykolaiv<\/strong>. Back in <strong data-start=\"1724\" data-end=\"1737\">2024<\/strong> we wrote about an attempt to take the pier from <strong data-start=\"1776\" data-end=\"1793\">KDYuSSh &#8220;Olimp&#8221;<\/strong> on <strong data-start=\"1797\" data-end=\"1818\">Novobudivna Street<\/strong>, and in <strong data-start=\"1824\" data-end=\"1837\">2025<\/strong> \u2014 about the conflict around <strong data-start=\"1861\" data-end=\"1879\">KDYuSSh &#8220;Atlant&#8221;<\/strong>, where the municipal enterprise <strong data-start=\"1905\" data-end=\"1921\">KP &#8220;Taymset&#8221;<\/strong> was already directly involved. Now the parents of the two sports schools claim that the story may be much broader \u2014 not about a single pier or parking area, but about a systematic cutting off of youth sports from the shore.<\/p>\n<div id='gallery-1' class='gallery galleryid-589787 gallery-columns-3 gallery-size-thumbnail'>\n<figure class='gallery-item'>\n<div class='gallery-icon portrait'>\n\t\t\t\t<a href='https:\/\/korabelov.info\/2026\/05\/589787\/bereh-dlia-ditej-chy-parkovka-dlia-iakht-batky-prosiat-zupynyty-deryban-sportshkil-u-mykolaievi\/skryn_lyst_batkiv_1\/'><img decoding=\"async\" width=\"410\" height=\"270\" src=\"https:\/\/korabelov.info\/wp-content\/uploads\/2026\/05\/skryn_lyst_batkiv_1-410x270.jpg\" class=\"attachment-thumbnail size-thumbnail\" alt=\"\" \/><\/a>\n\t\t\t<\/div>\n<\/figure>\n<figure class='gallery-item'>\n<div class='gallery-icon portrait'>\n\t\t\t\t<a href='https:\/\/korabelov.info\/2026\/05\/589787\/bereh-dlia-ditej-chy-parkovka-dlia-iakht-batky-prosiat-zupynyty-deryban-sportshkil-u-mykolaievi\/skryn_lyst_batkiv_2\/'><img decoding=\"async\" width=\"410\" height=\"270\" src=\"https:\/\/korabelov.info\/wp-content\/uploads\/2026\/05\/skryn_lyst_batkiv_2-410x270.jpg\" class=\"attachment-thumbnail size-thumbnail\" alt=\"\" \/><\/a>\n\t\t\t<\/div>\n<\/figure>\n<figure class='gallery-item'>\n<div class='gallery-icon portrait'>\n\t\t\t\t<a href='https:\/\/korabelov.info\/2026\/05\/589787\/bereh-dlia-ditej-chy-parkovka-dlia-iakht-batky-prosiat-zupynyty-deryban-sportshkil-u-mykolaievi\/skryn_lyst_batkiv_3\/'><img decoding=\"async\" width=\"410\" height=\"270\" src=\"https:\/\/korabelov.info\/wp-content\/uploads\/2026\/05\/skryn_lyst_batkiv_3-410x270.jpg\" class=\"attachment-thumbnail size-thumbnail\" alt=\"\" \/><\/a>\n\t\t\t<\/div>\n<\/figure><\/div>\n<p data-start=\"2126\" data-end=\"2271\">In the letter the parents call the situation a &#8220;request for an investigation&#8221; and say directly that they see signs of a corrupt grab of the shoreline in the actions of the authorities.<\/p>\n<blockquote class=\"quote-light\">\n<p data-start=\"2273\" data-end=\"2481\">&#8220;REQUEST FOR INVESTIGATION: Corrupt plundering of the shoreline in Mykolaiv \u2014 the city administration is taking children\u2019s sports school infrastructure in favor of the parking business of the municipal enterprise &#8220;TAYMSET&#8221;.&#8221;<\/p>\n<\/blockquote>\n<p data-start=\"2483\" data-end=\"2704\">The appeal states that the parents of pupils of <strong data-start=\"2525\" data-end=\"2542\">KDYuSSh &#8220;Olimp&#8221;<\/strong> and <strong data-start=\"2546\" data-end=\"2564\">KDYuSSh &#8220;Atlant&#8221;<\/strong> ask national media to take the situation up because, in their view, this is a case of the local authorities exceeding their powers during wartime.<\/p>\n<blockquote class=\"quote-light\">\n<p data-start=\"2706\" data-end=\"2747\">&#8220;Dear journalists of the national media!<\/p>\n<p data-start=\"2749\" data-end=\"3012\">We, the parents of pupils of Mykolaiv children and youth sports schools (KDYuSSh) &#8220;Olimp&#8221; and &#8220;Atlant&#8221;, appeal to you with a request to take up the outrageous case of corruption and the exceeding of authority by local officials during the war.&#8221;<\/p>\n<\/blockquote>\n<p data-start=\"3014\" data-end=\"3238\">The main complaint of the parents is the possible alienation of territories and facilities that have been used for youth sports for years, in favor of a municipal enterprise whose core business, they say, is related to parking.<\/p>\n<blockquote class=\"quote-light\">\n<p data-start=\"3240\" data-end=\"3631\">&#8220;Right now the Mykolaiv city administration, under the cover of &#8220;arranging mooring bases&#8221;, is trying to alienate strategic territories and facilities of children\u2019s sports schools to transfer them to the municipal enterprise &#8220;TAYMSET&#8221; (main activity \u2014 vehicle parking). This grab is accompanied by pressure on directors, ignoring the law and shadow lobbying in Kyiv.&#8221;<\/p>\n<\/blockquote>\n<p data-start=\"3633\" data-end=\"3927\">Regarding <strong data-start=\"3638\" data-end=\"3656\">KDYuSSh &#8220;Atlant&#8221;<\/strong>, the authors of the letter claim that the school holds a valid state land title with cadastral number <strong data-start=\"3749\" data-end=\"3775\">4810137200:01:001:0005<\/strong>, however, despite this, a division of the plot is allegedly being prepared. According to the parents, young yachtsmen could lose their boat launch site, and baseball players \u2014 their field.<\/p>\n<blockquote class=\"quote-light\">\n<p data-start=\"3929\" data-end=\"4334\">&#8220;KDYuSSh &#8220;Atlant&#8221;: The school has a valid State land title (cadastral number 4810137200:01:001:0005). Nevertheless, a plot division is being prepared that takes away the only boat launch place from the young yachtsmen and the baseball field from the baseball players. Dividing the plot in half in favor of the commercial municipal enterprise &#8220;TAYMSET&#8221; is a gross violation of the land\u2019s designated recreational use.&#8221;<\/p>\n<\/blockquote>\n<p data-start=\"4336\" data-end=\"4548\">Regarding <strong data-start=\"4341\" data-end=\"4358\">KDYuSSh &#8220;Olimp&#8221;<\/strong> in the <strong data-start=\"4361\" data-end=\"4384\">Korabelnyi District<\/strong>, the parents write about the threat of losing an equipped platform for the safe launching of vessels. Instead, they say, the children may be left with a dangerous earthen slope.<\/p>\n<blockquote class=\"quote-light\">\n<p data-start=\"4550\" data-end=\"4784\">&#8220;KDYuSSh &#8220;Olimp&#8221;: They are taking away the equipped asphalted platform for the safe launching of vessels. Instead, the children are left with a steep earthen slope on the outskirts, where launching heavy boats is life-threatening.&#8221;<\/p>\n<\/blockquote>\n<p data-start=\"4786\" data-end=\"5010\">Separately, the authors of the appeal emphasize child safety. They believe that the presence of outsiders and vehicles on the territory of the sports schools could create risks for pupils and a conflict of liability in the event of an emergency.<\/p>\n<blockquote class=\"quote-light\">\n<p data-start=\"5012\" data-end=\"5255\">&#8220;Risks: A sports school is a controlled facility. The appearance of outsiders and parking vehicles of the municipal enterprise on the schools\u2019 premises creates a direct threat to the safety of children and provokes a collision of responsibility in the event of an emergency.&#8221;<\/p>\n<\/blockquote>\n<p data-start=\"5257\" data-end=\"5602\">The parents also raise legal issues. The letter mentions the opinion of the city administration\u2019s legal department dated <strong data-start=\"5364\" data-end=\"5385\">22.04.2025 \u211622310<\/strong>, in which, they say, it is stated that children and youth sports schools do not fall under the Law of Ukraine &#8220;On inland water transport&#8221; in the way that is being used to force a land division.<\/p>\n<blockquote class=\"quote-light\">\n<p data-start=\"5604\" data-end=\"5920\">&#8220;Ignoring the lawyers\u2019 conclusion: The city administration\u2019s Legal Department in its opinion dated 22.04.2025 \u211622310 clearly stated: DYuSSh do not fall under the Law &#8220;On inland water transport&#8221; and operate legally. There are no grounds for forced land division. The city administration is simply ignoring this document.&#8221;<\/p>\n<\/blockquote>\n<p data-start=\"5922\" data-end=\"6138\">Another complaint is the absence of a decision by the <strong data-start=\"5968\" data-end=\"5998\">Mykolaiv City Council<\/strong> session. The parents emphasize that the issue of separating land plots with state titles should be decided not behind closed doors but through the city council.<\/p>\n<blockquote class=\"quote-light\">\n<p data-start=\"6140\" data-end=\"6349\">&#8220;Bypassing the session: No issue regarding the separation of land plots was brought before the city council session (which is the only legal way to change the boundaries of plots with State titles).&#8221;<\/p>\n<\/blockquote>\n<p data-start=\"6351\" data-end=\"6529\">The letter also mentions Deputy Mayor <strong data-start=\"6402\" data-end=\"6421\">Anatolii Petrov<\/strong>. The authors claim that his directive <strong data-start=\"6461\" data-end=\"6470\">\u21163441<\/strong> allegedly forces school directors to agree to the division of the plots.<\/p>\n<blockquote class=\"quote-light\">\n<p data-start=\"6531\" data-end=\"6775\">&#8220;Administrative pressure: Deputy Mayor Anatolii Petrov, by personal directive (\u21163441), forces school directors to sign a &#8220;consent&#8221; to the division of plots. This is a direct exceeding of authority (Art. 19 of the Constitution of Ukraine).&#8221;<\/p>\n<\/blockquote>\n<p data-start=\"6777\" data-end=\"6980\">According to the parents, at the relevant council committee meeting the majority of deputies supported the sports institutions and opposed such division. The letter names <strong data-start=\"6949\" data-end=\"6964\">Artem Iliuk<\/strong> and <strong data-start=\"6968\" data-end=\"6979\">G. Nord<\/strong> among the deputies.<\/p>\n<blockquote class=\"quote-light\">\n<p data-start=\"6982\" data-end=\"7231\">&#8220;Position of deputies: At the meeting of the profile committee of the city council the majority of deputies (including Artem Iliuk, G. Nord\u2026\u2026..) openly supported the sports institutions and opposed the grab (we attach the meeting video).&#8221;<\/p>\n<\/blockquote>\n<p data-start=\"7233\" data-end=\"7430\">The authors of the appeal point separately to the role of the <strong data-start=\"7274\" data-end=\"7304\">Expert-Public Council<\/strong> under the leadership of <strong data-start=\"7322\" data-end=\"7342\">Artem Vashchylenko<\/strong>. In their opinion, this structure is used as a cover for pushing through desired decisions.<\/p>\n<blockquote class=\"quote-light\">\n<p data-start=\"7432\" data-end=\"7638\">&#8220;Scheme of &#8220;shadow&#8221; governance and lobbying in Kyiv: The Mykolaiv authorities use a cover in the form of the &#8220;Expert-Public Council&#8221; (EPC) under the leadership of Artem Vashchylenko.&#8221;<\/p>\n<\/blockquote>\n<p data-start=\"7640\" data-end=\"7903\">Another important argument of the parents is the ban on navigation in the Mykolaiv water area during the war. They ask: why now, under the pretext of &#8220;arranging&#8221; mooring bases, change the rules for mooring bases if civilian vessels cannot freely go out on the water anyway.<\/p>\n<blockquote class=\"quote-light\">\n<p data-start=\"7905\" data-end=\"8175\">&#8220;Manipulation of the law: The authorities justify their actions by &#8220;arranging&#8221;, but navigation in the Mykolaiv water area is completely prohibited until the end of the war (Order of the Ministry of Infrastructure \u2116329 and the OVA decision). Civilian vessels cannot go out on the water.&#8221;<\/p>\n<\/blockquote>\n<p data-start=\"8177\" data-end=\"8475\">The letter also refers to document <strong data-start=\"8207\" data-end=\"8222\">EPC\/2026-09<\/strong>, with which, according to the parents, they appealed to the <strong data-start=\"8266\" data-end=\"8307\">State Regulatory Service of Ukraine<\/strong>. The authors believe the goal of such an appeal is to allow sports schools to officially provide &#8220;parking services&#8221;, and then legitimize the transfer of the shore for commercial parking.<\/p>\n<blockquote class=\"quote-light\">\n<p data-start=\"8477\" data-end=\"8886\">&#8220;Lobbying under the guise of reforms: Despite the navigation ban, the EPC (Outgoing No. EPC\/2026-09) officially appealed to the State Regulatory Service of Ukraine asking to change Cabinet Resolution No. 356. The aim is to officially permit sports schools to provide &#8220;parking services&#8221;. This is being done to legalize the seizure of the shore by KP &#8220;Taymset&#8221; for commercial parking lots.&#8221;<\/p>\n<\/blockquote>\n<p data-start=\"8888\" data-end=\"9084\">The parents see not only a legal but also a financial component in this story. They recall that the sports schools independently maintained part of their infrastructure, and income from services went to support sports.<\/p>\n<blockquote class=\"quote-light\">\n<p data-start=\"9086\" data-end=\"9354\">&#8220;Financial motive: The schools independently and lawfully maintain their infrastructure. The funds go to special accounts to support sport. The city administration wants to bring its own municipal enterprise into the ready-made facility to direct financial flows as needed.&#8221;<\/p>\n<\/blockquote>\n<p data-start=\"9356\" data-end=\"9589\">In the appeal the parents formulated public questions to Deputy Mayor <strong data-start=\"9435\" data-end=\"9455\">Anatolii Petrov<\/strong>. They want to know on what grounds the official can issue directives on the division of communal property and plots without a city council session decision.<\/p>\n<blockquote class=\"quote-light\">\n<p data-start=\"9591\" data-end=\"9625\">&#8220;On what grounds do you issue directives regarding the distribution of communal property and plots with State titles without decisions of the city council session?<br \/>\nWho will bear criminal responsibility for the safety of children when merchants from the municipal enterprise &#8220;Taymset&#8221; are allowed onto the schools\u2019 premises?&#8221;<\/p>\n<\/blockquote>\n<p data-start=\"9923\" data-end=\"10145\">The parents also address questions to Mayor <strong data-start=\"9982\" data-end=\"10006\">Oleksandr Sienkevych<\/strong>. The main question is why, during the war, the interests of a parking enterprise, in their opinion, may be placed above the infrastructure of children\u2019s sports.<\/p>\n<blockquote class=\"quote-light\">\n<p data-start=\"10147\" data-end=\"10184\">&#8220;Why, in wartime conditions when navigation is prohibited by Order No. 329, is the city administration lobbying for the interests of the parking business at the expense of destroying the infrastructure where the Olympic reserve is raised?<br \/>\nWhy are the interests of KP &#8220;Taymset&#8221; placed above the conclusions of your own Legal Department (\u211622310) and the position of the profile deputy commission?&#8221;<\/p>\n<\/blockquote>\n<p data-start=\"10558\" data-end=\"10811\">The authors of the letter note that they are ready to provide journalists with evidence: scans of the legal department\u2019s opinion, Deputy Mayor <strong data-start=\"10670\" data-end=\"10684\">A. Petrov<\/strong>\u2019s directive, the EPC lobbying letter, cadastral data, the state title of <strong data-start=\"10743\" data-end=\"10761\">KDYuSSh &#8220;Atlant&#8221;<\/strong>, the commission meeting video and photographs of the territories.<\/p>\n<p data-start=\"11408\" data-end=\"11573\">At the end of the appeal the parents ask for help to stop what they call a cynical grab and to prevent the destruction of children\u2019s sports for the sake of commercial parking lots.<\/p>\n<blockquote class=\"quote-light\">\n<p data-start=\"11575\" data-end=\"11721\">&#8220;We ask the national media to help stop this cynical grab and not to let the local authorities destroy children\u2019s sports for commercial parking lots.<\/p>\n<p data-start=\"11723\" data-end=\"11825\">Sincerely, Parents of pupils of KDYuSSh &#8220;Olimp&#8221; and KDYuSSh &#8220;Atlant&#8221;.&#8221;<\/p>\n<\/blockquote>\n<p data-start=\"11827\" data-end=\"12414\">This story did not begin today. On <strong data-start=\"11860\" data-end=\"11883\">22 August 2024<\/strong> <strong data-start=\"11884\" data-end=\"11902\">korabelov.info<\/strong> wrote that the parents of pupils of <strong data-start=\"11931\" data-end=\"11948\">KDYuSSh &#8220;Olimp&#8221;<\/strong> in the <strong data-start=\"11951\" data-end=\"11974\">Korabelnyi District<\/strong> <a href=\"https:\/\/korabelov.info\/2024\/08\/468412\/u-dytiachoi-sportshkoly-v-korabelnomu-rajoni-khochut-zabraty-prychal-batky-vykhovantsiv-obureni\/?utm_source=chatgpt.com\">protested<\/a> attempts to remove from the institution\u2019s balance the territory with a pier on <strong data-start=\"12046\" data-end=\"12067\">Novobudivna Street<\/strong>. At that time it was noted that the pier brought additional income to the school, from which equipment was purchased and children\u2019s participation in competitions was funded. The same article mentioned the order of Mayor <strong data-start=\"12257\" data-end=\"12310\">Oleksandr Sienkevych \u2116222r dated 2 August 2024<\/strong> on the creation of a working group regarding <strong data-start=\"12344\" data-end=\"12356\">&#8220;Olimp&#8221;<\/strong> and <strong data-start=\"12360\" data-end=\"12373\">&#8220;Atlant&#8221;<\/strong>.<\/p>\n<p data-start=\"12416\" data-end=\"12836\">Back then parents already pointed out that members of the working group were more interested in yachts, services, the pier and the special account than in children, training, competitions and the needs of the school. The school director <strong data-start=\"12594\" data-end=\"12612\">Svitlana Kapur<\/strong> showed guests the boxes, kayaks, boats, gyms and the pool, and the parents\u2019 group insisted that the vessel parking helps to earn funds specifically for the development of youth sport.<\/p>\n<p data-start=\"14442\" data-end=\"14808\">Now the parents\u2019 letter essentially unites all previous episodes into one picture. In <strong data-start=\"14519\" data-end=\"14532\">2024<\/strong> \u2014 alarm over the pier of <strong data-start=\"14559\" data-end=\"14571\">&#8220;Olimp&#8221;<\/strong> in the <strong data-start=\"14574\" data-end=\"14597\">Korabelnyi District<\/strong>. In <strong data-start=\"14601\" data-end=\"14614\">2025<\/strong> \u2014 the conflict around <strong data-start=\"14634\" data-end=\"14647\">&#8220;Atlant&#8221;<\/strong> and the emergence of <strong data-start=\"14656\" data-end=\"14672\">KP &#8220;Taymset&#8221;<\/strong>.
