In May 2026<\/strong>, a delegation from Mykolaiv<\/strong> made a working visit<\/a> to its sister city Aalborg<\/strong>, Denmark<\/strong>. The trip was officially explained as participation in the project \u201cCreation of the Office of Eurointegration in the Mykolaiv community\u201d<\/strong>, implemented by the NGO \u201cCenter for Adult Learning and Education \u2018Pivden\u2019\u201d<\/strong> in cooperation with the Mykolaiv Development Agency<\/strong> with the support of the U-LEAD with Europe<\/strong> programme.<\/p>\n

The delegation included Deputy Mayor of Mykolaiv Serhii Korenev<\/strong>, Director of the Mykolaiv Development Agency<\/strong> Ihor Filippov<\/strong>, Head of the Office of Eurointegration<\/strong> Viktor Sykalenko<\/strong>, as well as project participants Yana Datsiuk<\/strong> and Oksana Petrenko<\/strong>.<\/p>\n

Formally, the purpose of the visit was named as preparation for joint participation of Mykolaiv<\/strong> and Aalborg<\/strong> in European programmes Interreg<\/strong>, Horizon Europe<\/strong> and Creative Europe<\/strong>, as well as studying Danish experience in volunteering, adult education and civil society.<\/p>\n

But the official statement still does not make the main point clear: what concrete results did the Mykolaiv community gain from this trip. It does not name any signed agreements, submitted project applications, amounts of future funding, implementation timelines, or those responsible for specific directions.<\/p>\n

In fact, the statement speaks about meetings, presentations, getting acquainted with Denmark<\/strong>‘s experience and collecting materials for a future roadmap. At a time when a large part of international meetings can be held online, residents of Mykolaiv<\/strong> may reasonably ask: why did a delegation of 5 people<\/strong> need to travel thousands of kilometers in person if the publicly shown result so far amounts to \u201cdiscussed\u201d, \u201cfamiliarized\u201d and \u201cformed directions\u201d?<\/p>\n

This looks particularly sensitive because among the trip participants was Serhii Korenev<\/strong> \u2014 an official who for many years has been involved in a high-profile corruption scandal<\/a> surrounding the reconstruction of Soborna Square<\/strong> in Mykolaiv<\/strong>.<\/p>\n

Against this background, the current trip to Denmark<\/strong> looks not just like another international business trip, but as a politically and reputationally sensitive story. After all, a person with such a background again represents Mykolaiv<\/strong> in communication with European partners when it comes to trust, transparency, future projects and potential funding.<\/p>\n

It raises further questions that this is not the first story with foreign trips<\/a> by Serhii Korenev<\/strong> that caused public resonance. In 2023<\/strong>, the deputy mayor of Mykolaiv<\/strong> went on a two-week<\/strong> business trip to Romania<\/strong> \u201cto establish contacts regarding cooperation on the city\u2019s recovery\u201d, and the trip was organized by a confectionery from Bra\u0219ov<\/strong>, according to reports.<\/p>\n

Therefore, the key question is not whether Mykolaiv<\/strong> needs cooperation with Denmark<\/strong>. It does. Especially during the war, when the city requires international support, investment, expertise and participation in EU<\/strong> programmes. The question is different: why does the community again have to learn only general phrases about \u201cexchange of experience\u201d and a \u201croadmap\u201d, but not see a clear answer \u2014 how much the trip cost, who paid for it, what documents were signed, which applications are already being prepared and who will be responsible for the results.<\/p>\n

At Aalborg municipality, the Mykolaiv delegation met with representatives of the Mayor\u2019s Office<\/strong> and the Department of Finance and Business<\/strong>, in particular with special adviser Mette Gregersen<\/strong> and senior adviser Kristina Folmand Knudsen<\/strong>. They discussed opportunities for joint participation in EU<\/strong> programmes, and the Mykolaiv<\/strong> delegation presented the community\u2019s strategic priorities and needs.<\/p>\n

Deputy Mayor of Mykolaiv Serhii Korenev<\/strong> thanked the international partners and the mayor of Aalborg<\/strong>, Lasse Friman Jensen<\/strong>, for the reception.<\/p>\n

According to official information, directions for further cooperation between Mykolaiv<\/strong> and Aalborg<\/strong> were formed as a result of the visit. The delegation also collected practical material for developing a roadmap for eurointegration interaction, which should become the basis for preparing joint project applications for EU<\/strong> programmes.<\/p>\n

The visit programme also included familiarization with models of civil society and adult education. At the Aalborg Volunteer Centre<\/strong>, director Nini Jolander<\/strong> and her deputy Katja J\u00f8rgensen<\/strong> spoke about mechanisms for supporting social work, in particular about Paragraph 18<\/strong> of Denmark<\/strong>‘s Social Services Act, which provides for municipal funding of voluntary social work.<\/p>\n

In addition, the delegation learned about the activities of the national network FriSe<\/strong>, which unites more than 80<\/strong> local volunteer centres across Denmark<\/strong>.<\/p>\n

At the HF&VUC NORD<\/strong> centre, Mykolaiv representatives studied the Danish model of lifelong adult learning. Director Lene Juding<\/strong> spoke about the centre\u2019s role in the community\u2019s social cohesion, and the Mykolaiv delegation talked with Ukrainian students studying there.<\/p>\n

The delegation also visited the Aalborg Sports Folk School<\/strong>, where director Erik Sidenius<\/strong> demonstrated how the Danish tradition of folkeh\u00f8jskole<\/strong> \u2014 informal adult education focused on personal development, active citizenship and democratic participation \u2014 works.<\/p>\n

Head of the Office of Eurointegration<\/strong> Viktor Sykalenko<\/strong> stated that the gathered experience will be integrated into the office’s work.<\/p>\n

\u201cThe visit to Aalborg became the third task of the \u2018Office of Eurointegration\u2019 project, aimed at coordinating joint participation in European programmes. The gathered experience will be integrated into the work of the Office of Eurointegration, which coordinates the interaction of representatives of the executive bodies of Mykolaiv City Council, public and youth organizations, and educational institutions to form international partnerships and prepare project applications for European Union programmes,\u201d said the head of the Office of Eurointegration, Viktor Sykalenko.<\/p>\n<\/blockquote>\n

Cooperation with Aalborg<\/strong> itself and the U-LEAD with Europe<\/strong> programme can be useful for Mykolaiv<\/strong>. But after such trips, the city authorities must respond not with general phrases but with specifics: which applications are being prepared, for what amounts, in what timeframes, who is responsible and how the community will be able to monitor the results.<\/p>\n

Because in conditions of war, a shortage of budget funds and high-profile corruption cases surrounding city officials, any international trip must be maximally transparent. Especially when a city official whose name for many years has been associated with a case of possible embezzlement of tens of millions of hryvnias on the city\u2019s main square again represents Mykolaiv<\/strong> abroad.<\/p>\n
