The case concerns criminal proceedings under <strong data-start=\"1031\" data-end=\"1056\">Part 2 of Article 367 of the Criminal Code of Ukraine<\/strong> &#8211; official negligence that caused grave consequences. This is stated in the <a href=\"https:\/\/reyestr.court.gov.ua\/Review\/136333879\">ruling<\/a> of the <strong data-start=\"1134\" data-end=\"1188\">Novoodeske District Court of Mykolaiv Oblast<\/strong> dated <strong data-start=\"1193\" data-end=\"1215\">7 May<\/strong> 2026.<\/p>\n<p data-start=\"1256\" data-end=\"1415\">According to the investigation, officials may have allowed violations that led to losses of financial and material resources totaling <strong data-start=\"1392\" data-end=\"1414\">196 836.5 thousand UAH<\/strong>.<\/p>\n<p data-start=\"1417\" data-end=\"1716\">The case materials state that there was a contract between the customer and the municipal carrier for the organization of urban electric transport services for <strong data-start=\"1568\" data-end=\"1588\">2020 &#8211; 2025<\/strong>. Under it, the carrier was to provide passenger transportation by trams and trolleybuses, and payment was made from the city budget. The investigation draws attention to the fact that when some separate contracts for <strong data-start=\"1790\" data-end=\"1810\">2022 &#8211; 2025<\/strong> were concluded the volume of transport services was <strong>reduced<\/strong>, but the amount of funds to be transferred, according to investigators, was <strong>not reduced<\/strong> to account for the carrier&#8217;s own revenues.<\/p>\n<p data-start=\"1950\" data-end=\"2028\">According to calculations, this could have led to excessive transfers of budget funds:<\/p>\n<ul data-start=\"2030\" data-end=\"2185\">\n<li data-section-id=\"ihlgbr\" data-start=\"2030\" data-end=\"2069\"><strong data-start=\"2032\" data-end=\"2044\">2022<\/strong> &#8211; <strong data-start=\"2047\" data-end=\"2068\">35 781.8 thousand UAH<\/strong>;<\/li>\n<li data-section-id=\"19r8jiz\" data-start=\"2070\" data-end=\"2107\"><strong data-start=\"2072\" data-end=\"2084\">2023<\/strong> &#8211; <strong data-start=\"2087\" data-end=\"2106\">49 297 thousand UAH<\/strong>;<\/li>\n<li data-section-id=\"n17gf2\" data-start=\"2108\" data-end=\"2145\"><strong data-start=\"2110\" data-end=\"2122\">2024<\/strong> &#8211; <strong data-start=\"2125\" data-end=\"2144\">48 825 thousand UAH<\/strong>;<\/li>\n<li data-section-id=\"s1b8e\" data-start=\"2146\" data-end=\"2185\"><strong data-start=\"2148\" data-end=\"2160\">2025<\/strong> &#8211; <strong data-start=\"2163\" data-end=\"2184\">62 932.7 thousand UAH<\/strong>.<\/li>\n<\/ul>\n<p data-start=\"2187\" data-end=\"2446\">The court allowed investigators temporary access to documents. These include, in particular, the main transportation contract, additional agreements, contracts for <strong data-start=\"2325\" data-end=\"2345\">2022 &#8211; 2025<\/strong>, service delivery certificates, correspondence between the parties, budget inquiries and documents with officials&#8217; signatures.<\/p>\n<p data-start=\"2448\" data-end=\"2577\">The ruling is in force until <strong data-start=\"2462\" data-end=\"2483\">7 July 2026<\/strong>.
