The mayor Oleksandr Senkevych<\/strong> reported on 5 May<\/strong> 2026 that Mykolaiv<\/strong> has become one of the communities that are moving<\/a> to the next stage in the project to create municipal rental housing.<\/p>\n

According to the Ministry for Communities and Territories Development of Ukraine<\/strong>, 25 communities<\/strong> participated in the selection, but only five<\/strong> were admitted to the next stage: Lviv, Zhytomyr, Mykolaiv, Kremenchuk and Kropyvnytskyi. These communities presented the most developed projects that could potentially be implemented under the new model of social housing<\/strong>.<\/p>\n

Our city submitted a project to build two 10-storey<\/strong> residential buildings with 300<\/strong> apartments<\/strong>. A distinctive feature of the proposal is a rental model that takes into account residents’ ability to pay. In addition, the project includes a commercial component intended to help sustainably maintain the housing stock in the future.<\/p>\n

\u201cToday we selected and forwarded for further evaluation the structured projects \u2014 those that have real potential for implementation. Since the project terms provide for co-financing, it is important to assess whether communities will be able to attract loan resources without placing excessive strain on budgets, and also how viable the rental model itself is. This is not about temporary solutions, but about creating a system that will allow building affordable housing for those who need it most \u2014 internally displaced persons, veterans and specialists whom communities seek to retain,\u201d \u2014 emphasized the deputy minister<\/strong> Natalia Kozlovska<\/strong>.<\/p>\n<\/blockquote>\n

All projects must include shelters. For frontline Mykolaiv, which is regularly under threat of Russian attacks, this is no longer an optional add-on but a basic safety requirement.<\/p>\n

The evaluation is carried out comprehensively. It takes into account not only the idea itself, but also the community’s readiness to launch, the availability of infrastructure, the possibility of connecting to networks and the real need for housing. The process involves the Ministry for Communities and Territories Development of Ukraine, the Ministry of Finance of Ukraine, the Recovery Agency, as well as international partners \u2014 the European Commission and the European Investment Bank.<\/p>\n

After the completion of the financial assessment, it will be determined which projects will get the chance to proceed to implementation.<\/strong> For Mykolaiv this could be an attempt to launch a long-term model of affordable rental housing that is not limited to one-off resettlement or temporary solutions.<\/p>\n

The experimental project to create municipal social housing, coordinated by the Ministry for Communities and Territories Development of Ukraine, envisages the construction of housing that will remain owned by communities and be rented out at below-market prices<\/strong>. The relevant approaches are enshrined in Government Resolution No. 796.<\/p>\n

The pilot phase is implemented with the support of the European Investment Bank and the European Commission. Its launch is funded with \u20ac100 million<\/strong> \u2014 a combination of loan and grant funds that are part of a larger financing package of \u20ac400 million<\/strong> aimed at developing this initiative.<\/p>\n<\/blockquote>\n

The housing issue in Mykolaiv<\/strong> is especially acute against the backdrop of war, destruction, internal displacement and the need for housing for those who cannot afford commercial rent. At the same time, the final answer as to whether the Mykolaiv project will proceed to construction will depend on the results of the financial assessment.<\/p>\n
