Law enforcement is investigating a criminal case regarding possible abuse of office by officials of ME “Mykolaiv Parks”<\/strong>, which may have caused damage to the budget. This was reported on April 24, 2026<\/strong> by the Center for Journalistic Investigations Nikcenter<\/a><\/strong>, citing a ruling of the Vitovskyi District Court<\/strong>.<\/p>\n

According to the investigation, the management of the municipal enterprise may have signed subcontracting agreements with affiliated companies at inflated prices. One of the contractors in the case is PE “Domstroy-Nik”<\/strong>.<\/p>\n

In 2023\u20132024<\/strong> ME “Mykolaiv Parks”<\/strong> signed 3<\/strong> contracts<\/strong> with this firm totaling 9.8 million hryvnias<\/strong>. In addition, the same company received more than 23 million hryvnias<\/strong> from other municipal enterprises and local government bodies of Mykolaiv<\/strong>.<\/p>\n

An inspection of PE “Domstroy-Nik”<\/strong> revealed probable signs of being fictitious. Law enforcement noted that the company does not have the resources to fulfill multi-million contracts and is not located at its registered address.<\/p>\n

“…the company lacks tangible assets, vehicles, hired employees, etc., which may indicate its fictitious nature and its use by unidentified persons,” the court ruling states.<\/p>\n<\/blockquote>\n

According to YouControl<\/strong>, PE “Domstroy-Nik”<\/strong> was registered in 2019<\/strong> with a statutory capital of 250 thousand hryvnias<\/strong>. The sole owner and director of the company is listed as Hanna Moroz<\/strong>. However, court documents indicate that as early as July 2022<\/strong> she left for Poland<\/strong> and has not returned to Ukraine<\/strong> since.<\/p>\n

The investigation also found that the tender documentation used phone numbers and email addresses that do not belong to the official owner of the company. Law enforcement suggests that Hanna Moroz<\/strong> may have been only a nominal director and that the firm itself may have been used to siphon off budget funds.<\/p>\n

“…the detection of a criminal scheme by creating fictitious enterprises in the territory of Mykolaiv region, with the aim of subsequently signing subcontracting agreements with them at inflated prices, as a result of which the budget of the Mykolaiv city territorial community suffers losses,” the court ruling reads.<\/p>\n<\/blockquote>\n

In December 2025<\/strong> the court imposed a seizure on the corporate rights of PE “Domstroy-Nik”<\/strong>, since the prosecutor considered them possible material evidence. But already in January 2026<\/strong> the prosecutor supported lifting the seizure because no one had been notified of suspicion in this proceeding. The pre-trial investigation is being conducted under the elements of Part 2 of Article 364 of the Criminal Code of Ukraine<\/strong> \u2014 abuse of office that caused grave consequences.<\/p>\n

“The pre-trial investigation has established that officials of the municipal enterprise implement a scheme to embezzle funds from the local budget and enterprise funds allocated for works and for the purchase of equipment and machinery, by involving a number of business entities with signs of fictitiousness to create an artificial and controlled corrupt environment inside the municipal enterprise, within which officials have the opportunity to organize mechanisms for embezzling local budget funds,” one of the court rulings says.<\/p>\n<\/blockquote>\n

Recall that, according to YouControl<\/strong>, the budget of ME “Mykolaiv Parks”<\/strong> can reach 200 million hryvnias<\/strong>. Journalists have also previously found that employees of this enterprise have spent more than 190 thousand hryvnias<\/strong> from the budget on foreign business trips since the start of the full-scale war. As of October 2025<\/strong>, 39 employees<\/strong> were booked by the enterprise, including director Dmytro Chuchmai<\/strong>, gardeners and even a security guard.<\/p>\n

For Mykolaiv<\/strong>, which during the war constantly speaks of a lack of funds, this story requires clear answers: who signed the contracts, who checked the contractors, and how a firm without obvious resources could receive multi-million budget orders.<\/p>\n
