The Supervisory Board and the General Director of the municipal enterprise \u00abMykolaivvodokanal\u00bb Hennadiy Izyumov<\/strong> published a joint statement about a deep crisis at the enterprise, systemic inefficiency of management and corrupt practices, emphasizing that these are problems that have accumulated over years.<\/p>\n

The document states that the enterprise has been in crisis for four years, and among the first steps of the new management are the reform of the structure and processes to overcome it. According to the financial plan for 2026<\/strong>, a planned loss amounts to UAH 667.4 million<\/strong>, which in itself demonstrates the scale of the failure of the previous management model.<\/p>\n

The authors of the statement warn that financial risks may worsen during the current year, in particular due to energy and fuel factors. They also provide indicators of profitability and debt burden as of the beginning of the second quarter.<\/p>\n

This loss will increase by the end of the year due to rising fuel and electricity prices. The current operating profitability ratio of the enterprise is -0.969<\/strong> (in March) and accounts receivable as of April 1<\/strong> reached almost UAH 258 million<\/strong><\/p>\n<\/blockquote>\n

It is separately noted that there is a lack of proper operational reporting: for a long time there was no assessment of the work of emergency crews and no control over controller call-outs. The Supervisory Board recorded violations of standards for responding to leaks and the quality of work performed.<\/p>\n

In January 2026<\/strong> the Supervisory Board discovered that leak elimination often took up to ten days, and the culture of performing work was poor. These are chronic problems that accumulated over years and indicate a deep crisis caused not only by low water supply tariffs, but also by ineffective previous management<\/p>\n<\/blockquote>\n

Management also emphasizes that employees themselves, including anonymously, reported internal dysfunctions. These include an inflated staff, cold conditions in workshops, lack of workwear, tools and spare parts, and in some cases even basic stationery for controllers.<\/p>\n

Anonymous complaints contain information that when hiring into certain divisions of the enterprise, people are only employed on the condition of writing a resignation letter with an open date<\/p>\n<\/blockquote>\n

An anonymous sociological survey also recorded distrust in mechanisms to combat abuses: 57%<\/strong> of surveyed employees said they would not feel safe if they had to report violations. The new management responds by changing the structure and implementing controls over resources.<\/p>\n

The Supervisory Board, at the proposal of the general director, is changing the organizational structure of the enterprise and implementing mechanisms to control the use of resources. A security department has already begun work, efforts to create an internal audit service are ongoing, and an independent audit is planned<\/p>\n<\/blockquote>\n

The statement emphasizes that these are long-standing processes, not problems of the “yesterday”. At the same time, the enterprise was headed for almost 10<\/strong> years \u2014 since 2016<\/strong> \u2014 by Boris Dudenko, who was appointed by the mayor. During that time there were no public complaints about management efficiency from Mayor Oleksandr Senkevych<\/strong> or the relevant deputies, which raises the question: were they unaware of the scale of the problems or did they consciously choose not to notice them?<\/p>\n

Earlier, after a meeting of the new director Hennadiy Izyumov with the staff, a conflict erupted: some employees publicly accused the leader of incompetence, in particular over the dismissal of Vasyl Telpis \u2014 a specialist who worked at the enterprise for 42<\/strong> years and has unique expertise in the water supply system of Mykolaiv<\/strong>.<\/p>\n
