The Secretariat of the Verkhovna Rada Commissioner for Human Rights said this in a <a href=\"https:\/\/hromadske.ua\/viyna\/262279-ponad-1650-skarh-na-ttsk-otrymav-ofis-ombudsmena-za-pershi-try-misiatsi-2026-ho-na-shcho-naychastishe-skarzatsia\" target=\"_blank\" rel=\"noopener\">response<\/a> to hromadske.<\/p>\n<p data-start=\"692\" data-end=\"1021\">Most often, the complaints concerned three main areas:<\/p>\n<p>\u2013 the rights of citizens who are not subject to conscription by law;<br \/>\n\u2013 the rights of those liable for military service during the military-medical examination;<br \/>\n\u2013 appeals against decisions of <strong data-start=\"903\" data-end=\"915\">TCCs and SPs<\/strong> during mobilization measures and deployment to military units.<\/p>\n<p data-start=\"1023\" data-end=\"1049\"><strong data-start=\"1023\" data-end=\"1049\">What the statistics show:<\/strong><\/p>\n<ul data-start=\"1051\" data-end=\"1232\">\n<li data-section-id=\"1d2yo45\" data-start=\"1051\" data-end=\"1100\">for <strong data-start=\"1056\" data-end=\"1079\">Q1 2026<\/strong> \u2014 <strong data-start=\"1082\" data-end=\"1090\">1657<\/strong> appeals;<\/li>\n<li data-section-id=\"1mbkxoh\" data-start=\"1101\" data-end=\"1135\">for the whole of <strong data-start=\"1111\" data-end=\"1123\">2025<\/strong> \u2014 <strong data-start=\"1126\" data-end=\"1134\">6127<\/strong>;<\/li>\n<li data-section-id=\"rjd097\" data-start=\"1136\" data-end=\"1165\">for <strong data-start=\"1141\" data-end=\"1153\">2024<\/strong> \u2014 <strong data-start=\"1156\" data-end=\"1164\">3312<\/strong>;<\/li>\n<li data-section-id=\"1m66nyv\" data-start=\"1166\" data-end=\"1232\">for <strong data-start=\"1171\" data-end=\"1183\">2023<\/strong> \u2014 <strong data-start=\"1186\" data-end=\"1193\">514<\/strong>.<\/li>\n<\/ul>\n<p data-start=\"1234\" data-end=\"1605\">These figures show a sharp rise in the number of complaints in recent years. If in <strong data-start=\"1309\" data-end=\"1322\">2023<\/strong> there were a few hundred appeals, by <strong data-start=\"1367\" data-end=\"1378\">2024<\/strong> the count had reached into the thousands, and in <strong data-start=\"1408\" data-end=\"1419\">2025<\/strong> it exceeded six thousand. At the beginning of this year, Ombudsman <strong data-start=\"1477\" data-end=\"1496\">Dmytro Lubinets<\/strong> already publicly acknowledged that <strong>the number of such appeals continues to grow.<\/strong><\/p>\n<p data-start=\"1607\" data-end=\"2041\">Separately, the Secretariat explained that to allow for a more rapid response to such incidents, the Expert Council under the temporary investigative commission included the Ombudsman\u2019s representative in the security and defense sector, <strong data-start=\"1812\" data-end=\"1828\">Yuriy Kovbasa<\/strong>. The aim of this council is professional support for investigations, consultations and methodological support for the commission\u2019s work, as well as preventing human rights violations and facilitating their remediation.<\/p>\n<p data-start=\"2043\" data-end=\"2369\">Against this backdrop, <strong>the issue of TCC actions remains one of the most contentious in society<\/strong>. In just the past weeks, both new complaints about possible violations during mobilization and the Ombudsman\u2019s statements about the unlawful detention of people in some recruitment centers have surfaced in the media.<\/p>\n<p>Previously we wrote:<\/p>\n<ul>\n<li><a
