While reports and statements were piling up at the Korabelnyi District police station, a real investigation had not even begun. The man who reported the crime in mid-November 2025 waited almost <strong>two months<\/strong> for the system&#8217;s response, which by law should have operated within <b data-path-to-node=\"5\" data-index-in-node=\"395\">24 hours<\/b>. Eventually, already <strong>in 2026<\/strong> <b data-path-to-node=\"5\" data-index-in-node=\"418\">the Korabelnyi District Court<\/b><a href=\"https:\/\/reyestr.court.gov.ua\/Review\/133163101\" target=\"_blank\" rel=\"noopener\"> found<\/a> such behavior by the police to be unlawful inaction and obliged them to act.<\/p>\n<p data-path-to-node=\"8\"><b data-path-to-node=\"8\" data-index-in-node=\"23\">12 <\/b>and <b data-path-to-node=\"8\" data-index-in-node=\"39\">18 November 2025<\/b> an active citizen filed reports with <b data-path-to-node=\"8\" data-index-in-node=\"108\">Police Station No. 3<\/b> (<b data-path-to-node=\"8\" data-index-in-node=\"131\">Korabelnyi Police Department<\/b>) of the MRUP GUNP alleging the commission of a criminal offense. He had all the evidence in his possession.<\/p>\n<p data-path-to-node=\"9\">It would seem the mechanism is clear: report \u2014 registration \u2014 investigation. But in Mykolaiv realities this chain broke at the first stage. As of <b data-path-to-node=\"9\" data-index-in-node=\"150\">January 2026<\/b> no information had been entered into the Unified Register of Pre-Trial Investigations (<b data-path-to-node=\"9\" data-index-in-node=\"228\">\u0404\u0420\u0414\u0420<\/b>).<\/p>\n<p data-path-to-node=\"12\">At the court hearing held on <b data-path-to-node=\"12\" data-index-in-node=\"36\">8 January 2026<\/b>, police representatives did not even appear, limiting themselves to providing the inspection materials. Examination of these documents showed that the complainant&#8217;s allegations of a crime were quite specific and required mandatory verification within the criminal process.<\/p>\n<p data-path-to-node=\"13\">The investigating judge reminded law enforcement of the provisions of <b data-path-to-node=\"13\" data-index-in-node=\"47\">Article 214 of the Criminal Procedure Code of Ukraine<\/b>:<\/p>\n<ul>\n<li data-path-to-node=\"14,0,0\">Information must be entered <strong>no later than<\/strong> <b data-path-to-node=\"14,0,0\" data-index-in-node=\"40\">24 hours<\/b> after the report is submitted.<\/li>\n<li data-path-to-node=\"14,1,0\">The investigator or inquirer must start the investigation immediately.<\/li>\n<li data-path-to-node=\"14,2,0\">Within 24 hours the complainant must be provided with an <strong>extract from<\/strong> the <b data-path-to-node=\"14,2,0\" data-index-in-node=\"46\">\u0404\u0420\u0414\u0420<\/b>.<\/li>\n<\/ul>\n<p data-path-to-node=\"15\">The police did not comply with any of these requirements, effectively shirking their duties.<\/p>\n<p data-path-to-node=\"18\"><strong>As a result, the court <\/strong>found the violation of the Mykolaiv resident&#8217;s rights to be obvious.
