As reported April 7<\/strong> 2026 by the Mykolaiv region police and the Mykolaiv Regional Prosecutor’s Office<\/strong>, the pre-trial investigation has been completed and an indictment has been sent to court against the contractor \u2014 the former director of a limited liability company. He is suspected of embezzling budget funds on an especially large scale and of official forgery \u2014 Part 4 of Article 191 of the Criminal Code of Ukraine<\/strong> and Part 1 of Article 366 of the Criminal Code of Ukraine<\/strong>.<\/p>\n

The investigation established that a contract for the reconstruction of the polyclinic was concluded between the communal non-commercial enterprise “Bereznehuvatska Multidisciplinary Hospital” and the contracting organization. During the performance of the works the contractor entered false information into the certificates of completed works \u2014 inflating the cost and volume of works, and also including expenses that were not actually incurred.<\/strong><\/p>\n

In particular, the documentation unjustifiably included over UAH 518,000<\/strong> of inflated works, another UAH 481,000<\/strong> \u2014 allegedly to cover inflationary risks. In addition, the investigation established that the contractor received an advance of UAH 3,936,000<\/strong> to purchase materials and equipment that were actually never purchased. As a result, according to law enforcement, the total amount of damage caused to the hospital and the state budget amounted to UAH 4.9 million<\/strong>.<\/p>\n

Law enforcement also found that the suspect \u2014 a 44-year-old company director<\/strong> \u2014 was already in September 2025<\/strong> suspected under Part 5 of Article 191 of the Criminal Code of Ukraine<\/strong> and Part 1 of Article 366 of the Criminal Code of Ukraine<\/strong>. The pre-trial investigation has now been completed, and the indictment forwarded to court for substantive consideration. At the same time, it was established that the accused is wanted internationally, and the investigation concerning him was conducted in a special procedure \u2014 in absentia.<\/p>\n

For the committed offences he faces up to 12 years of imprisonment<\/strong> with confiscation of property and a ban on holding certain positions for up to three years.<\/strong><\/p>\n
