The mobilization system increasingly resembles a market where, for money, you can buy time, status, or even a chance to avoid service. &#8220;Ekonomichna Pravda&#8221; <strong>April 6<\/strong> 2026<a href=\"https:\/\/epravda.com.ua\/power\/korupciya-v-tck-yak-pracyuyut-shemi-uhilennya-vid-mobilizaciji-v-ukrajini-820103\/\"> reported<\/a> on the state of affairs in this area.<\/p>\n<p data-start=\"297\" data-end=\"620\">A telling example is the declaration of a serviceman of the Bucha TCC <strong data-start=\"363\" data-end=\"382\">Oleh Kolomiiets<\/strong> for <strong data-start=\"386\" data-end=\"398\">2025<\/strong>: gold bars worth <strong data-start=\"417\" data-end=\"432\">7.7 million UAH<\/strong>, <strong data-start=\"434\" data-end=\"455\">$43.5 thousand<\/strong> and euros in cash alongside an official income of only <strong data-start=\"499\" data-end=\"515\">366 thousand UAH<\/strong>. The origin of these assets is not explained, but the situation itself heightens suspicions about the scale of shadow schemes.<\/p>\n<p data-start=\"622\" data-end=\"893\">At the intersection of TCCs, VLKs and registries an informal &#8220;service market&#8221; has formed. The cheapest is data correction or removal from the wanted list, more expensive is a deferral or a &#8220;correct&#8221; medical conclusion, and the most expensive is a full package with documents, commission decisions and the ability to travel abroad.<\/p>\n<p data-start=\"895\" data-end=\"1340\">According to investigations and court materials, prices range from <strong data-start=\"960\" data-end=\"975\">$300<\/strong> to <strong data-start=\"979\" data-end=\"999\">$50,000<\/strong>. In different regions the &#8220;services&#8221; demanded included: <strong data-start=\"1041\" data-end=\"1061\">$3\u20137 thousand<\/strong> for a deferral or removal from the registry, <strong data-start=\"1097\" data-end=\"1116\">$20 thousand<\/strong> for a reservation, up to <strong data-start=\"1135\" data-end=\"1157\">$25\u201350 thousand<\/strong> for fictitious disability and exit abroad. Separate schemes operate with fake employment and &#8220;medical&#8221; decisions, where the price can reach <strong data-start=\"1301\" data-end=\"1323\">$16\u201318 thousand<\/strong> just for a diagnosis.<\/p>\n<ul>\n<li>up to $3 thousand: basic \u201cservices\u201d (removal from the wanted list, data updates, a \u201cpause\u201d without contact with the TCC).<\/li>\n<li>$4\u20137 thousand: avoiding a summons, deferrals.<\/li>\n<li>$10\u201312 thousand: travel abroad.<\/li>\n<li>$16\u201325 thousand: \u201cpackages\u201d (VLK, documents, unfitness).<\/li>\n<li>up to $50 thousand: full set (disability + travel).<\/li>\n<li>up to hundreds of thousands of dollars: large corruption schemes.<\/li>\n<\/ul>\n<p data-start=\"1342\" data-end=\"1592\">How large the corruption market around the TCCs is \u2014 no one knows for sure. Public estimates range from <strong>\u20ac800 million to \u20ac2.1 billion<\/strong> per year. Formally, such actions are punishable: for bribery \u2014 up to <strong data-start=\"1409\" data-end=\"1420\">4 years<\/strong> imprisonment, for &#8220;influence&#8221; via intermediaries \u2014 up to <strong data-start=\"1468\" data-end=\"1479\">2 years<\/strong>. But the scale of cases shows that supply and demand in this market remain stable even during the war. While the state retains the monopoly on coercion, it is losing the monopoly on fairness.
