During a briefing, the Deputy Head of the Municipal Housing and Communal Services Department of Mykolaiv City Council I. Nabatov<\/strong> reported that the city of Mykolaiv<\/strong> was the first in Ukraine to apply a rule denying compensation for destroyed or damaged housing to an applicant convicted of a crime against national security; the existence of such a conviction is grounds for refusal under the E-Restoration program.<\/p>\n

The official emphasized that a recorded conviction for crimes related to national security is a direct basis for refusing payments for lost or damaged housing.<\/p>\n

He said that the review of an application begins with submitting an application through the Diia app, after which a commission visits the site: it records the extent of damage or destruction and prepares the relevant reports for the register of damaged property.<\/p>\n

Describing the commission’s functions, the official provided details of its work.<\/p>\n

“-In fact, the work of the E-Restoration commission consists of entering the application through Diia into the register of damaged property, recording it, checking that all documents are present… In addition, it is necessary to check the applicant for any convictions for crimes related to national security, – the official said.”<\/p>\n<\/blockquote>\n

He clarified that checks on this ground cover not only the applicant himself but also all co-owners of the respective property.<\/p>\n

In Mykolaiv, after receiving confirmation from the Ministry of Internal Affairs about a conviction, this became the first application of the rule in the country.<\/p>\n

-The city of Mykolaiv was the first city in Ukraine that, as a result of analyzing documents from the Ministry of Internal Affairs about the presence of a conviction, applied the rule to refuse compensation because the applicant had been convicted of a crime against the national security of Ukraine, – Nabatov reported.<\/p>\n<\/blockquote>\n
