€4.36 billion for the budget and defense: Ukraine received a new EU tranche
Part of European funding remains inaccessible due to unimplemented reforms
Ukraine has received a new payment of €4.36 billion from the European Union under the Ukraine Support Loan programme. The funds are intended to support the budget and meet defence needs. Prime Minister Serhii Koretskyi announced the arrival of the funds in a post on facebook.com.
The new tranche consists of two parts:
- €3.7 billion — macro-financial assistance;
- €660 million — the defence component.
The government plans to allocate the funding to priority budget expenditures and the urgent needs of the Defence Forces.
“Amid constant Russian attacks, this support is critically important for strengthening our defence capabilities and maintaining the financial stability of the state,” Prime Minister Serhii Koretskyi wrote.
The total loan for Ukraine, agreed by EU leaders in December 2025, amounts to €90 billion. The funding is intended for 2026–2027 and is allocated as follows:
- around €60 billion for defence needs;
- €30 billion for budget support.
The loan mechanism was formally approved in April 2026. It provides for €45 billion in 2026.
The initial payment of €3.2 billion arrived on 25 June. On 30 June, the European Commission began disbursing a further €3.8 billion earmarked for drone procurement.
According to the European Union, the entire loan is expected to cover around two-thirds of Ukraine’s budget and defence needs in 2026–2027.
In October, the European Commission said that the country could receive an additional €32.5 billion by the end of 2026. Of this amount, €15.4 billion is earmarked for defence. However, some of the funding is currently unavailable: to receive it, Ukraine must implement reforms that have yet to be completed.
