Grades, Progress, and Teacher Recommendations: The Ministry of Education Proposes a New Achievement Certificate for Grades 5–9

Mandatory sections are planned to be introduced gradually, and the draft has been put up for discussion

For students in grades 5–9, an updated sample achievement report form has been proposed. The Ministry of Education and Science of Ukraine has launched a public consultation on the draft, which also includes guidelines for completing the document. The changes are intended to align the report with the updated assessment system and make information about learning progress clearer for students and parents.

The update is part of the implementation of the “New Ukrainian School” reform. It calls for assessing not only the knowledge students have acquired, but also the development of their competencies—in particular, how they apply their knowledge and skills in practice. A common report format is intended to ensure a consistent approach to presenting students’ achievements across schools. It is also intended to make it easier to configure electronic gradebooks to generate these documents automatically.

The proposed report consists of five main sections:

  • “Learning Outcomes” — semester and annual grades for compulsory and elective learning components.
  • “Learning Activity Profile” — feedback from the homeroom teacher and recommendations regarding the student’s learning activities.
  • “Information on Learning Progress” — brief comments from subject teachers for each year of study.
  • “State Final Assessment” — a section for grade 9 students, to be completed in cases specified by law.
  • “Pedagogical Council Decision”.

The guidelines explain how to complete each section and provide examples of completed reports.

Mandatory completion of the sections is proposed to be introduced gradually. This transition is intended to give teachers time to prepare for the new requirements and developers of electronic systems time to adapt their software.

For the 2026/2027 school year, the draft provides for three mandatory sections: learning outcomes, the learning activity profile, and the pedagogical council decision. From September 1, 2027, completion of all sections is proposed to become mandatory, while retaining the conditions for the state final assessment set out in law.

The Ministry of Education and Science invites the following to take part in the public consultation:

  • teachers;
  • school administrators;
  • parents;
  • other interested parties.

Participants are invited to check whether the instructions are clear and whether there are enough examples of how to complete the form. They may also submit suggestions on the wording and content of the document.

Comments and suggestions are being accepted until October 21, 2026, at yevhenii.simenyk@mon.gov.ua.

The ministry has pledged to publish the results of the consultation on its official website no later than two weeks after decisions are made based on its findings.
