An Odesa woman was arranging fake disability certificates to enable men to travel abroad
They charged $8,500 for the service; the prosecution is seeking arrest
In Odesa, a woman, according to investigators, organized the issuance of fake disability certificates for men so they could evade mobilization and leave the country. As reported by the Odesa Regional Prosecutor’s Office, the organizer has already been notified of suspicion. According to od.gp.gov.ua.
Investigators believe that the 34-year-old local woman used her connections in medical institutions to produce documents containing false information about draftees’ health. The services were provided during June–September 2026, and they charged USD 8,500 from each client.
Law enforcement documented the issuance of Group III disability for a 28-year-old man. The basis was forged certificates claiming that he had allegedly undergone inpatient treatment in Odesa hospitals during 2021–2026. In fact, the man did not receive treatment at these facilities.
The woman was notified of suspicion under part 3 of article 332 of the Criminal Code of Ukraine — illegal transfer of persons across the state border, which carries criminal liability. Prosecutors have petitioned the court to detain the suspect with the possibility of bail set at over 6 million hryvnias. The court’s decision was not provided in the report.
