Mykolaivvodokanal is seeking debt collectors for the second time

Mykolaivvodokanal announced a second tender for collection agency services to work with debtors. The estimated procurement value is UAH 1.09 million.

The procurement was published in the Prozorro system on September 25. Potential contractors can submit proposals until October 12, and the winner must provide services until December 31, 2026.

Collectors should urge debtors to settle with the company through notifications, letters and claims. The draft contract also allows other actions if they are not prohibited by the legislation of Ukraine.

At the same time, the documentation sets restrictions on collection methods. The draft contract states:

“The Contractor undertakes to take all possible and lawful measures to collect debts from the debtors listed in the provided Debtor Registry, acting exclusively within the framework of the current legislation of Ukraine, observing ethical standards and without using threats, insults, psychological pressure, or other unlawful methods of influence. It is prohibited to take measures such as calling at night or excessively frequent calls; publishing personal data without consent; visits without identification or with false information.”

The approximate total debt the contractor will work with is UAH 6.58 million. This is UAH 363,500 more than was estimated during the first procurement of collection services.

Mykolaivvodokanal announced the first such tender in June 2026 with an estimated value of UAH 1.2 million. Three contractors participated in the procurement:

• FOP Davtyan Artem Sargisovich lowered the price from UAH 498,000 to UAH 348,000;
• LLC “Ukrainian Collection Agency” initially offered UAH 749,729, then reduced the price to UAH 350,000;
• LLC “Credit Borg Solutions” reduced its offer from UAH 870,000 to UAH 380,000.

On July 13 the company signed a contract with FOP Davtyan Artem Sargisovich for UAH 348,000.

The water utility’s director, Hennadiy Iziumov, explained that collectors will be engaged to collect debts that are already more than three years old. The company cannot write off this debt, so it is trying to recover funds from debtors.

Separately, the executive committee increased the sewage tariff in Mykolaiv: from October 1 it will rise by UAH 24. The cost of water supply will not change for now. The mayor, Oleksandr Sienkevych, also spoke about a condition under which an increase would be possible.
