Persons liable for military service and reservists who voluntarily decide to join the armed forces during mobilization can be processed directly through the chosen military unit — without prior contact with the Territorial Center for Recruitment and Social Support. The Kyiv City Territorial Center for Recruitment and Social Support reminded about the procedure.

At the same time, this mechanism is not new: the Cabinet of Ministers of Ukraine allowed military units to directly call up volunteers as early as 1 October 2024. Relevant changes were made to the Procedure for calling citizens up for military service during mobilization.

The volunteer interacts with representatives of a specific military unit, independently choosing an available vacancy and position. After an interview and receiving a positive decision, the candidate submits an application to the commander expressing the desire to serve by call‑up during mobilization.

Commanders of designated military units have the right to independently issue referrals for a military‑medical commission (MMC). The MMC must determine whether the candidate is fit for military service on health grounds. The list of units that can directly call up volunteers is determined by the General Staff of the Armed Forces of Ukraine.

From the moment a referral to the MMC is issued, the volunteer is not subject to compulsory conscription by other recruitment authorities for at least 5 days. During this time they must undergo a medical examination and continue the processing specifically with the chosen unit.

How the voluntary call‑up works

The candidate must:

choose a military vacancy and pass an interview;
receive a positive decision from the representative of the military unit;
submit an application to the commander expressing the desire to serve;
receive a referral to the military‑medical commission;
pass the MMC and receive a conclusion on fitness;
arrive at the military unit for processing;
if necessary, undergo basic general‑military and professional training.

The official portal of the Defense Forces also notes that voluntary mobilization directly through a military unit remains one of the ways to join the Armed Forces. The candidate receives a referral for medical examination from the commander, after which they undergo the MMC and the required training.

The mechanism that is new for a particular candidate concerns volunteers who enter service by call‑up during mobilization. A separate procedure continues to apply for enlisting in the military service under contract: collecting documents, preparing a personnel file, passing the MMC and signing the contract.
