Exceeded the speed limit five times — a 17,000 fine: what the Rada is proposing

The purpose of the bill is to reduce the number of traffic accidents

Legislative changes are being prepared in Ukraine that provide for a substantial increase in fines for exceeding the permitted speed. For drivers who repeatedly violate the speed limit, the penalty amount may reach 17 thousand hryvnias.

This was reported on June 23, 2026 by Member of Parliament Olga Vasylevska-Smagliuk.

According to her, the relevant bill is being developed jointly with the Ministry of Internal Affairs and the National Police. The document’s goal is to reduce the number of road traffic accidents, injuries and deaths on the roads.

The proposed scale of fines provides for:

  • exceeding the speed by more than 20 km/h — 680 hryvnias;
  • by more than 40 km/h — 2,040 hryvnias;
  • by more than 60 km/h — 2,720 hryvnias;
  • by more than 80 km/h — 3,400 hryvnias.

A separate strengthening of penalties is proposed for habitual offenders. For five or more recorded speed violations within a year, the fine may amount to 17 thousand hryvnias.

Currently in Ukraine, exceeding the established speed by more than 20 km/h is set at a fine of 340 hryvnias. For exceeding by more than 50 km/h, a driver must pay 1,700 hryvnias.

Thus, the fine for exceeding the speed by more than 20 km/h is proposed to be doubled.
