Porn is awaiting a vote: the Ministry of Internal Affairs has already given the green light

Ministry of Internal Affairs of Ukraine agreed on the text of the draft law on the decriminalization of pornography with almost no comments. This was said by the head of the MIA Ihor Klymenko said on the sidelines of the IV International Summit of Cities and Regions, answering a question from “Ukrainska Pravda”.

According to the minister, the document is already with the Verkhovna Rada of Ukraine, so the further fate of the initiative depends on the people’s deputies. It concerns a draft law that is intended to change the state’s approach to criminal liability for the production and distribution of pornographic content.

“The law is now in the Verkhovna Rada and it is within the powers of each deputy of the Verkhovna Rada to adopt this law. The Ministry of Internal Affairs agreed the text of this document practically without comments,” – emphasized Ihor Klymenko regarding the position of the MIA on this draft law.

Separately, Ihor Klymenko commented on the high-profile operation uncovering the possible “cover-up” by police of so‑called “porno-offices” in three regions. According to him, the MIA knew about the preparation of this operation and assisted the Office of the Prosecutor General and the Security Service of Ukraine in its implementation. The minister emphasized that corruption is unacceptable for a civilized European country. He also added that further details must be established by the investigation, and the evidentiary base will likely be made public through the courts.

Earlier, the author of the relevant draft law, Member of Parliament from the “Holos” Yaroslav Zhelezniak, reported that the document on the decriminalization of the production and distribution of pornography is planned to be submitted for consideration to the Verkhovna Rada of Ukraine during the plenary week 25-29 May 2026.

According to the human rights organization ZMINA, the draft law proposes to cancel criminal liability for importing, creating, and distributing pornography in cases where only adults participate in such content on a voluntary basis. At the same time, the current Art. 301 of the Criminal Code of Ukraine provides for punishment of up to seven years in prison for such actions.

Against the backdrop of this discussion, the case of “porno-offices” looks particularly acute. Earlier the Office of the Prosecutor General and the SBU announced the uncovering of a scheme under which certain heads of territorial units of the National Police could have provided “cover” for illegal businesses. Korabelov.info reported that it concerns police officials in Ivano-Frankivsk, Ternopil and Zhytomyr regions.

According to the investigation materials, the scheme involved monthly payments: USD 20,000 were allegedly intended for the leadership of the regional police unit, another USD 5,000 for an intermediary. The case also mentions episodes of transfers of USD 45,000 in February 2026, USD 25,000 in April 2026
