Former minister Omelyan has been notified of suspicion: a staff officer is suspected of evading service by deception

Former Ukrainian Minister of Infrastructure Volodymyr Omelyan has been notified of suspicion of evading the performance of military service duties during martial law, the State Bureau of Investigation reports.

According to the investigation, after mobilization he served as an officer of the planning group of the headquarters of one of the military units and for an extended period did not carry out the tasks assigned to him.

Investigators note that his functions included analysis of the combat situation, control over the execution of command orders, and preparation of proposals for planning combat operations, but the suspect systematically ignored these duties.

The State Bureau of Investigation asserts that instead of properly performing his service, the serviceman misled the leadership by reporting the completion of other work related to logistics and the unit’s supply.

For certain periods in 2022–2023, according to the investigation, he effectively allocated his official time at his own discretion and did not participate in the activities of the unit that was stationed in the Cherkasy region.

The suspicion was announced under Part 4 of Article 409 of the Criminal Code of Ukraine — evasion by a serviceman of the performance of military service duties by deception, committed during martial law.

The penalty under this article provides for up to 10 years of imprisonment; procedural supervision is carried out by the Kyiv Specialized Prosecutor’s Office for Defense of the Central Region.
