Mobilization queue to be opened: new bill registered in the Rada

The Verkhovna Rada of Ukraine has registered bill No.15232 “On a transparent system of conscription and mobilization order”. On the parliament’s website the document is listed as registered on 13 May 2026, and its initiator is People’s Deputy Maksym Zaremskyi. The main committee has been designated as the Verkhovna Rada Committee on National Security, Defence and Intelligence.

About the initiative on 14 May 2026 reported “Sudovo-Yuridychna Hazeta”. The publication notes that the bill envisages creating a unified registry with data on who and when can be mobilized, as well as open access for citizens to information about the order of mobilization.

The aim of the document is named as increasing the transparency of the conscription system and the mobilization order. The authors of the initiative believe this should strengthen trust in the state, reduce corruption risks and support the combat capability of the Armed Forces of Ukraine. The bill proposes to make transparency of the conscription system and mobilization order one of the basic principles of mobilization preparation and mobilization. To this end, amendments are proposed to be made to Art. 3 of the Law of Ukraine “On mobilization preparation and mobilization”.

The key innovation of the document is the creation of the Single Register of Mobilization Needs. As proposed, the Armed Forces of Ukraine and other military formations must form and populate this register in the manner determined by the President of Ukraine. According to the bill, the register should contain substantiated information on the order of conscription for military service during mobilization, requirements for citizens regarding age, health status and specialty, as well as restrictions concerning conscription. It is separately proposed to provide citizens the right to free access to the information contained in the Single Register of Mobilization Needs. The conscription during mobilization, according to the bill’s idea, should be carried out according to the established order. It will be formed taking into account criteria including age, health status, military specialty and other parameters.

If the law is adopted, the Cabinet of Ministers of Ukraine will have to bring its regulatory legal acts into compliance with the new norms within three months. Changes should also be made to the documents of ministries and other central executive authorities. In the explanatory note, the necessity of adopting the bill is linked to the need to legislatively regulate the transparency of mobilization processes in conditions of prolonged war.
