Father of five, a deferral and over 56,000 to pay: an absurd fine from the TCC

In Kyiv, a post by Facebook user Raman Prasad was shared on social media; he claimed that before Easter he lost access to his personal accounts. According to him, the cause was a fine from Desniansky TCK and SP, after which an enforcement proceeding was opened. The shared screenshot from the app shows a record of enforcement proceeding No. 80727795 with status “awaiting payment” and an amount of 56,369.00 UAH.

The man asserts that he has an official deferment from mobilization until the end of the special period. For that reason he calls the situation absurd: in his version, he is not subject to conscription, he should not have been sent to the VLK, and therefore he could not have violated mobilization requirements as he is effectively accused. In the same post he emphasizes that he did not receive proper notification and did not see any evidence of a violation.

According to the circulated information, the man intends to challenge this decision in court. So far the public discussion reflects his version of events, which gained attention after screenshots of the enforcement proceeding and the Facebook post appeared.

Against the background of this story, the general mechanism for collecting fines related to mobilization violations looks particularly acute. Korabelov.info previously wrote that if such a fine is not paid voluntarily, the state enforcement service may block the offender’s bank accounts. Another article recalled that if the ruling is not paid on time, the amount can increase, and in many cases courts later cancel fines because of errors by the TCK or improper notification of the person.

That is why in this situation the main question is not only the amount but the procedure. If the person truly had a valid deferment, then the case of enforcement proceedings, account arrests and a fine looks like another alarming sign of system failures, where an error or a formality can hit a family hard before the case is heard by a court.
