Occupied Oleshky on the brink: water shortages, drivers are dying; Lubinets demands a corridor from Russia and action by the ICRC

Despite the occupying state's obligations under the Geneva Convention, reliable electricity and gas have not been restored for almost a month, and access to medical treatment is severely limited

The Verkhovna Rada Commissioner for Human Rights, Dmytro Lubinets, reported on the critical humanitarian situation in the occupied Oleshky in the Kherson region and appealed to the International Committee of the Red Cross (ICRC) and to the Russian side to intervene.

The ombudsman reminded that earlier this month he sent appeals both to the Russian Commissioner for Human Rights and to the ICRC, informing them of the critical situation in Oleshky and the need for immediate action.

In a letter to the Russian side he called for the opening of a humanitarian corridor for the safe evacuation of residents of Oleshky and neighboring settlements, and urged compliance with the norms of international humanitarian law regarding the protection of the civilian population.

At the same time, Lubinets appealed to the ICRC to more actively use its mandate: to initiate an effective humanitarian dialogue between the parties, to establish safe routes for evacuation, and to ensure access to assistance for those left without basic resources.

The official emphasized that in almost a month there have been no noticeable changes, despite the fact that the occupying state, in accordance with the Geneva Conventions, is obliged to provide the population with food and medical assistance and to facilitate the delivery of humanitarian shipments.

Commenting on the need for decisive action, Lubinets drew the attention of the international community to the cost of delay and separately addressed the ICRC.

Ukraine is fighting for each of its citizens. The world must give a clear assessment of these actions, and the ICRC must move from observation to decisive steps, because the price of delay is human lives
