Transport under scrutiny: In Mykolaiv, KPIs were approved for "MykolaivElectrotrans" and "MykolaivPastrans"

After the vote, the members of the executive committee unanimously supported the decision

April 8, 2026 members of the executive committee of the Mykolaiv City Council supported a decision to approve performance assessment indicators for the municipal enterprises “Mykolaivelektrotrans” and “Mykolaivpastrans”. This is about a system of metrics by which the city authorities plan to evaluate the work of the two carriers not on a one-off basis, but according to clear parameters of systematic management.

As explained by the head of the department of transport, communications and telecommunications Oleh Kuksa, for “Mykolaivelektrotrans” the key benchmarks include cost per passenger, ancillary revenues, income from other activities, adherence to tram and trolleybus timetables, the number and amount of fines on drivers, the percentage of canceled trips, vehicle load factor, staff satisfaction, average salary, staff efficiency, frequency of safety trainings, the number of complaints and thank-yous per 1000 passengers, the level of cashless payments and the accessibility of transport for people with disabilities.

For KP “Mykolaivelektrotrans” the city council essentially wrote down how they want the enterprise to look by the beginning of 2027. The idea is that trams and trolleybuses should run more or less on schedule: for trams they plan to reach 95.01% timetable adherence, for trolleybuses – 94.01%. They also want drivers to break rules less often, so the target is no more than 25 fines per year totaling 21250 UAH. The number of canceled trips is planned to be slightly reduced, vehicles should be filled on average to a level of 0.93, and passenger complaints should be very few – about 0.02179 per each 1000 passengers. It was separately stipulated that employees should be more satisfied with their work, the average salary should increase to 28263,3 UAH, safety trainings for drivers should be held 4 times over a certain period, and the level of cashless payments and digitalization should reach 39.5%. They also want to bring the share of transport accessible to people with disabilities up to 56.4%.

For KP “Mykolaivpastrans” they also determined the results expected by the beginning of 2027. The enterprise should become more financially stable, spend less on carrying one passenger – 16,08 UAH, and buses should run more predictably, with deviations from the timetable of about 2-3 minutes. The average operating speed of vehicles was set at 18 km/h, canceled trips are to be almost eliminated – within 0-1%, and vehicle load factors should be at 70-80%. The city council also expects that passengers will rate the enterprise’s performance at 8-9 points, responses to public inquiries should take from 1 hour up to 48 hours, and almost all transport – 97% – should be accessible to people with disabilities.

During the discussion of the issue the mayor Oleksandr Senkevych explained why the city is moving to this model of evaluating municipal carriers and what they plan to do next with “Mykolaivelektrotrans”.

“We are working with the European Anti-Corruption Initiative to improve processes at our municipal enterprises, to create supervisory boards, quality indicators, and efficient use of resources. This is one of the steps we are taking with Denmark and the European Anti-Corruption Initiative. In the near future we will hold a competition to select the supervisory board for this enterprise”

After the vote the executive committee members unanimously supported first the issue regarding KP “Mykolaivelektrotrans”, and then the analogous one regarding KP “Mykolaivpastrans”. Essentially this is an attempt to move control over the work of the city’s carriers into a format of concrete KPIs, where not only the financial result will be visible, but also the regularity of movement, level of service, response to passenger requests, complaints, safety and accessibility of transport.
