"Two million wanted": Arakhamia hinted that mobilization may change

A reform is approaching, but there’s no text: what is the government actually preparing?

The head of the faction “Servant of the People” and member of the parliamentary Committee on National Security and Defense David Arakhamia April 7, 2026, in a comment to the publication “Telegraf” reported that a package of legislative changes to mobilization is almost ready and will soon be presented first to the committee, and then to party factions, deputy groups and the public. According to him, this is not about targeted edits but about a “major reform” that will require changes to the legislation.

As Arakhamia claims, the concept is currently being actively finalized by Defense Minister Mykhailo Fedorov. The MP said that first there should be a presentation in the relevant committee, and only after that — separate presentations for parliamentary factions and groups. He also added that they plan to present the reform within the next month.

Separately, Arakhamia said that the upcoming changes will not be unequivocally “soft” or “hard”. According to him, the new model foresees both easing measures and stricter mechanisms. In particular, he mentioned the problem of people who are listed as wanted by the TCK, and said that in the new concept an alternative procedure is allegedly proposed for them instead of the current approach. At the same time, no draft bill text or official presentation had been publicly released as of April 7, 2026.

Another point Arakhamia made is the increase in violence around mobilization activities. In his view, delays with the reform will only increase the number of conflicts and attacks both on TCK servicemen and on civilians who are being sought for mobilization. That is why, he said, deputies want to raise this issue during the government question time, which is tentatively scheduled to take place April 11.

So far, this is a political announcement rather than a registered package of changes. That is, the public is essentially being asked to wait for the presentation of the reform without having its final text in view. And this may become the main intrigue of the coming weeks: whether the new model will really make mobilization clearer and less conflict-prone, or whether the country will again see a compromise that satisfies neither the military nor civilians.
