TCC as a "place of unfreedom": the ombudsman reported the illegal detention of people for up to 50 days

The Verkhovna Rada Commissioner for Human Rights Dmytro Lubinets reported on April 4, 2026 on the social network Facebook about serious violations of citizens’ rights following monitoring of the Uzhhorod District TCC and SP.

According to him, the center’s premises recorded instances of unlawful detention of people without proper legal grounds, inadequate conditions of stay, and disregard for the health of detainees.

In particular, the ombudsman noted that even obvious health problems did not become a reason to provide assistance. In one case, a man with critically high blood pressure 190/100 only had an ambulance called after intervention by a representative. He was hospitalized in a life-threatening condition after several days of requests for help.

The ombudsman himself reported systemic human rights violations and the conditions of detention.

“Today the mobilization measures system has built its own model of permissiveness. The premises of the TCC and SP have effectively turned into places of unfreedom without any legal grounds. There is still an opinion in society that raising such facts means playing into Russian propaganda. In reality, it is lawlessness that plays into the enemy’s hands, because legal protection mechanisms do not work, and with each day the situation only worsens… People stayed here for weeks — detentions of 21, 24, 30 and even 50 days were recorded! In the video — a veteran who shows a UBD certificate, however even this status was not a reason for his release. People without proper documentation had their documents and phones confiscated, depriving them of the right to defense. The conditions of stay humiliate human dignity: for 40–60 people there are only 3 mugs and 8 metal plates, people are forced to eat in turns from a single piece of tableware without being cleaned, there is no confirmation of organized catering. Complete unsanitary conditions — one toilet and one shower for that number of people, no bed linen”.

The Operational Command “West” reacted to these statements and reported the creation of a special commission to verify the facts. Based on the results of the verification, the materials will be handed over to law enforcement agencies for legal assessment. They also stated a principle of “zero tolerance” for human rights violations and abuses of authority.
