An apartment not just a dream? In Ukraine, they're proposing a 25-year mortgage with reasonable interest rates

In Ukraine a new large-scale affordable housing program is being prepared, which, according to the authorities’ plan, is expected to cover about 1 million families. It concerns mortgages for up to 25 years at 3-5% per annum, while the monthly burden on a family should not exceed 15-20% of household income.

This was said by the head of the Verkhovna Rada Tax Committee Danylo Hetmantsev during the First Affordable Mortgage Forum 2026. At the same time, this currently refers to the preparation of the program, not to an already approved launch mechanism.

According to Danylo Hetmantsev, a mortgage for Ukraine is not only a social tool but also a way to support the economy, since the construction industry can become one of the growth drivers. He emphasized that the housing problem for the country is becoming increasingly acute, especially against the backdrop of war, poverty and people losing their homes. He also directly admitted that the current program “єОселя” does not cover the real demand of the population, and banks are held back by low solvency of citizens and high lending risks.

In subsequent comments on this initiative Hetmantsev stated that the new model should take into account the mistakes made during the launch of “єОселя” and be more accessible than the current mechanisms. He separately noted that if existing funding is insufficient to implement a large mortgage program, they may tap domestic government bonds.

In other words, the authorities effectively acknowledge that targeted measures are no longer enough, and the housing problem in Ukraine has long since gone beyond the scope of the real estate market alone. For millions of families who have lost their homes, left the country, rent housing or have for years been unable to save even for a down payment, an affordable mortgage may become the only real chance to own an apartment. But for now this is only an announcement of a large program — without published final rules, full funding sources or clear launch dates.
