Draft notices on phones, automated checks: is mobilization becoming total?

Starting April 1, 2026, Ukraine will fully roll out an electronic military registration system. This isn’t about changing mobilization rules, but rather a transition to digital control – most procedures will be transferred online, and checks will be automated. UNN reports this.

What’s changing:

Electronic summonses – notifications will be sent digitally
Automatic data verification – through state registries
Recording violations – the system will immediately reflect absences or discrepancies

The state is essentially moving from manual control to continuous digital monitoring, which will significantly complicate registration evasion.

Deferments: What’s new

Document submission – online, without a visit to the TCC
Verification of grounds – through automatic registries
Control – significantly stricter

Particular attention will be paid to fictitious grounds, such as formal education or “paper” care for relatives.

Employee reservations:

Regular inspections of enterprises
Automated reconciliation with tax and pension databases
Stricter requirements for companies

This should reduce fictitious employment schemes.

Who is subject to mobilization:

Men aged 18 to 60
Women – only voluntarily

Who is eligible for a deferment:

People with disabilities
Medically unfit
Parents of three or more children
Single parents
Guardians
Relatives of fallen soldiers
Released from captivity
Full-time and dual-degree students
Employees of critically important enterprises
Individual civil servants, scientists, and teachers

The main change is not in the rules, but in oversight. The state will be able to identify violations more quickly, and for citizens, this means keeping their data in registers up-to-date and using digital services.
