On paper, treatment was perfect, but the budget shrank by 21.3 million: Suspicion of the director of the Korabelnyi District hospital
In Mykolaiv, a hospital director is suspected of official negligence involving more than UAH 21.3 million
In Mykolaiv, the director of one of the city’s medical institutions has been notified of suspicion of official negligence, which, according to the investigation, caused serious consequences for the state’s interests. The case concerns more than 21.3 million hryvnias of budget funds that the municipal non-profit enterprise, according to law enforcement, allegedly received without grounds under the Medical Guarantees Program. This was reported on 23 March 2026 by the District Prosecutor’s Office of the city of Mykolaiv and by the communications department of the Mykolaiv Oblast police.
According to the investigation, during 2023–2024 agreements on medical services for the population were concluded between the medical institution and the National Health Service of Ukraine. They concerned the provision of rehabilitation care to adults and children in inpatient and outpatient settings at the expense of the state budget.
Law enforcement officers claim that the hospital director, while in office, was aware of the absence of an adequate material and technical base at the institution, the necessary equipment, as well as a sufficient number of medical staff to fulfil the terms of these contracts. Despite this, according to the investigation, she did not take measures to eliminate the violations and ensured the submission to the National Health Service of Ukraine of reporting documentation about allegedly provided medical services.
It is on the basis of these reports, the investigation believes, that budget funds of over 21.3 million hryvnias were transferred to the enterprise’s account. The police state that such actions caused significant damage to the interests of the state.
The illegal activity, according to official information, was uncovered by investigators of Police Department No. 3 of the Mykolaiv District Directorate under the procedural supervision of the District Prosecutor’s Office of the city of Mykolaiv. This department serves the Korabelnyi District of the city.
On the basis of the collected evidence, the investigators, with the agreement of the procedural prosecutor, notified the woman of suspicion under Part 2 of Article 367 of the Criminal Code of Ukraine — “Official negligence, that is, the improper performance by an official of their duties due to a negligent attitude toward them, which caused serious consequences and inflicted significant harm to the interests of the state.”

The penalty provided for this article is imprisonment for up to five years, with possible disqualification from holding certain positions or engaging in certain activities for up to three years, as well as a fine of up to 750 non-taxable minimums of citizens’ incomes or without it. A pre-trial investigation is currently underway.
According to publications by korabelov.info and other local media, the case concerns the director of KNP MMR “City Hospital No. 5”, Olena Terentyeva, however the police do not officially name the suspect’s surname in their statement.
According to Article 62 of the Constitution of Ukraine, a person is considered innocent of committing a crime and may not be subjected to criminal punishment until their guilt is proven in accordance with the law and established by a court conviction.
