Nearly 70 searches across Ukraine: the investigation has even reached a hospital in Mykolaiv’s Korablevnyi District
While people were searching for money for treatment, someone may have profited from "dead souls": the director of Hospital No. 5 in Mykolaiv is under suspicion
In Mykolaiv the director of the MNP MCR “City Hospital No. 5” — Olena Terentyeva — was notified of suspicion as part of a nationwide investigation into large-scale schemes to embezzle budget funds allocated for medical services. According to the National Police of Ukraine, 18 people are implicated in the case, and during the first stage of the special operation law enforcement officers conducted about 70 searches in almost all regions of the country. The publication PN clarifies that the suspicion was announced against Olena Terentyeva, but without detention.
According to the investigation, one of the main mechanisms of abuse was interference with the electronic health system. The suspects, law enforcement believes, inflated the number of patients, fabricated complex cases, entered data about treatments that did not actually take place, declared non-existent equipment and staff, and received money for services that were either provided only partially or not provided at all. Separately, the police mention fictitious palliative care without visits to patients, charging funds for non-existent rehabilitation and neonatal cases, bonuses to close associates, fictitious employment, and extortion of money from patients for services already paid for by the state.
The National Police report damages exceeding 100 million hryvnias, while the Office of the Prosecutor General reported established damages at 108.3 million hryvnias. During the searches, according to official data, computer equipment, servers, data carriers with access to medical systems, financial and business documentation, stamps, bank cards and cash were seized.
As for Terentyeva’s property, her annual declaration for 2024, submitted on 26.03.2025, lists two apartments in Mykolaiv measuring 50.3 and 33.1 sq. m, five land plots — in Mykolaiv, the settlement of Zaychivske, the villages of Halytsynove and Bilozirka, as well as a residential house of 75.6 sq. m in the village of Bilozirka. Separately she declared a land plot of 2300 sq. m in the same Bilozirka. Her husband, Leonid Terentyev, declared a land plot in the village of Kalynivka. The declaration also lists two cars — a NISSAN QASHQAI 2012 model and an Opel Ascona.
For 2024, as director of Hospital No. 5, Olena Terentyeva declared 1 080 729 UAH in salary. In addition, she reported 236 656 UAH in pension, and her husband — 111 357 UAH in pension. The section on monetary assets in the declaration states that such assets are absent for the declarant and members of her family.
The suspects are charged with a number of articles of the Criminal Code of Ukraine, in particular embezzlement and misappropriation of property, abuse of power or official position, official forgery, interference with the operation of automated systems, official negligence and legalization of income obtained by criminal means. The penalties cited by the police provide for up to 12 years imprisonment with confiscation of property. At the same time, according to Article 62 of the Constitution of Ukraine, a person is presumed innocent until proven guilty by a court. The investigation continues.
