In Kyiv, law enforcement is checking information about the possible beating of veteran, former political prisoner and participant in the resistance to the Russian occupation of Crimea Volodymyr Balukh in the premises of the Shevchenkivskyi District Territorial Center for Recruitment and Social Support (TCC and SP).
The incident on March 20, 2026 was reported by Member of Parliament Volodymyr Ariev on his Facebook page. According to him, Balukh was allegedly detained after a court hearing in the case of Roman Chervinsky over questions regarding the processing of disability status.
The MP said that the veteran, who has a Group II disability and a metal plate in his skull, was allegedly beaten in the TCC premises, in particular receiving blows to the head, and was also kept in handcuffs overnight. According to him, the beating continued after the man asked for the seized phone to be returned.
“Balukh has now been released. He will soon tell his own account of what happened. It clearly did not happen by accident — his very harsh criticism of Zelensky’s authorities became the reason for such unworthy behavior by the TCC. Vlado, with this approach do you expect people to become more loyal to you? This is a deliberate discrediting of mobilization measures when the TCC is used as a punitive body,” — publicly stated Volodymyr Ariev.
At the same time, the police note that they are currently only establishing the circumstances of the incident. According to law enforcement, the man went to the hospital with bodily injuries and reported that he sustained them in the premises of the district TCC.
“According to the man, he sustained the bodily injuries in the premises of the district Territorial Center for Recruitment and Social Support. He is currently in the hospital. An investigative-operational team has been sent to the medical facility to clarify all circumstances and to take a statement. The question of the legal qualification of the incident is being decided. More detailed information — later,” — commented the communications department of the Kyiv police.
An investigation is currently underway, after which law enforcement must determine the legal qualification of the incident.
